A VPN is not a good ad blocking solution in general.
It’s not a VPN, but you can add AdGuard DNS for system wide adblocking on iPhone. It allows infinite queries for free so it’s the best option imo. You can add the configuration profile at dns.adguard.com, three lines at the top left, selecting AdGuard DNS, Public DNS, method number 2, iOS, Default server. After you download the profile, you can activate it in settings.
