I noticed it too. My router’s port was blinking like crazy when the PC was idle. No VPN connections were active and the virtual adapter was disabled. I stopped the SoftEther VPN service and it stopped. My guess is that it turns your PC into another VPN server, but I’m not sure.
In the worst case scenario, it’s actively collecting and sending your data somewhere.

If how your pc being run as seedbox? Unless you are running L2 layer and one of the remote site connected back to you
I remember that one day the vpnclient_x64.exe process was sending data at around 3 Mb/s (I monitored its activity in the task manager). Something is fishy here for sure. Maybe there’s something written in the license agreement that we didn’t read.
Are you using the VPN Gate add-on that provides the list of public servers?
