Per title, trying to connect to a Japan server on free plan. How do I access it?
The free tier only allows you to connect randomly to any server that is available in the moment. Try to hit in the top left the “Change Server” button a few times and with a bit of luck you connect to one. (Took me 2 times to reach Japan)
It chooses the fastest server for you on the free plan.
You cannot choose servers with the free plan.
Press the connect button and it will connect you to a free server.
The free version doesn’t allow you to choose the server location; it automatically connects to the fastest server. You need to subscribe to Proton Plus if you want to connect to Japan while you are located far away from Japan.
Open japan as country. Choose one of free servers that available.(you can type japan in search bar in-app)

Try disconnecting and connecting again few times, or change server few times

I wished they would Randonly connect instead.

I don’t think it works in the Windows app on a free tier.
Yes, if you have a free account you’ll be automatically connected to the optimal server.
