Does anyone have a link to where I can download the Azure VPN Client as a standalone exe rather than going through the Microsoft store? Would be a life saver for some of our users

Never found one. Reached out to Microsoft support and was pointed back to the store. It’s very annoying.
Can it be extracted from the MSIX? (I’ve never tried, just throwing an idea out there)
It’s hidden on (I think from memory) one of the vpn gateway configuration documentation pages.
Doesn’t seem to come up on any search engine using any reasonable terms though. One more way MS makes life a ball ache

Oh, that’s for the Virtual Network Gateway.
For reasons I do not understand, the guys on my team have implemented a Virtual WAN, which also has P2S capability, and has worked okay so far. But unfortunately you cannot download a client configured for it. You can download a config file, which is good. But it‘a annoying that you can’t have your users just log into Azure AD and automatically get the configuration for whatever VPN they are assigned to, based on group membership.
Do you have a link like this that works for Company Portal?
