Dedicated IP merely means when it’s tied to your account then you’re the only user of that IP. Whether bypassing CAPTCHAs/blacklist will work depends on the actual reputation and information related to that IP.
I don’t get the bank blocks by the way. Your bank already uses TLS (required by the law in any functioning country), so even without a VPN the wifi operator or ISP will only see what bank you’re using, they won’t see your username, password, balance, transaction, etc. This actually applies to most sites nowadays, including Reddit.
Remember that spammers will have an incentive to purchase a plan with “CAPTCHA-free guarantee”, spam until they’re blocked, and then switch to another IP. If you get their old IP then you’ll still stuck unless the provider offers free switching, but that would also mean spammers will already use that offer repeatedly.

Maybe, depends on how the provider allocates it and who is trying to track you. A residential IP is probably harder to track down by a bored individual, but don’t expect to evade large organizations or governments.

Shared IPs are easier to detect because companies compiling the blocklists can simply subscribe then continuously switch servers and log what IP they got. If there’s extra friction for using the dedicated IPs (more expensive subscription, can’t switch IPs too often etc) then it might be slower to get detected, assuming the IP isn’t listed as belonging to a data center (most of those lists blanket-ban data center IPs, since normal people use residential ISP instead).

Apps and sites can easily track you regardless of your IP. Try switching from wifi to mobile data, and notice that you’re still logged in even though your IP changed. Spammers still get detected even with VPNs because their hardware fingerprint doesn’t change.
