So I use Turbovpn on Turk telekom and it works fine but when i start using Turkcell superonline pptp/lt2p as well as openVPN traffic is completely blocked

If you are looking for a cheap but decent VPN, FastestVPN. you can buy 2 device lifetime for 15USD here. I boguht this and it works with Superonline. If you are looking for a great VPN that also works with netflix try Surfshark. 2 year subscription is 48USD from here. It works with Superonline and it’s also the best VPN I’ve used so far.
Don’t buy NordVPN or ExpressVPN as they don’t work with Superonline despite their claims of working in Turkey.

L2TP Works just fine on Turkcell LTE…It must be your provider’s vpn termination endpoints that are blocked by Turkcell
ExpressVPN also works (you can setup custom L2TP endpoints that are not blocked
But I suggest that you build an openvpn server outside of Turkey for your personal use

All you need is free server for a year on amazon web server, and install openvpn server on it. If you’d like you can continue to use your server after a year for low prices.
