Forti OS 6.2.3
I am trying to download FortiClient via SSL-VPN Portal.
However, although the 301E device can be downloaded, the 201E and 101F are redirected to the Fortigate Site.

Second, FortiOS is used when downloading clients through SSL-VPN Portal.
Even though it is 6.2.3, I am wondering why Client Version 6.0.9 can be downloaded.

It depends on the config of the corresponding ssl web portal on each Fortigate. If nothing is set except enable the download button it will redirect to the public site forticlient.com. If you customize it you have to make sure the URL configured is reachable (through SSL VPN Proxy or directly).
If the custom download location offer 6.0.9 then that is why. The licensing changed in 6.2.x so the administrator is keeping this on purpose. In 6.2.x a connection to the EMS is mandatory.
