There is iCloud Private Relay which (while it is still in beta) puts your browsing traffic within Safari and encrypts it. It also hides your IP address. This feature is only available to monthly paying iCloud+ subscribers.
Edit: No longer in beta with the release of iOS 16.
Most routers can’t use VPNs, though some custom routers can. Most VPN users are using them on each device.
Smartphones and computers make it easier than a router to see if the VPN is connected or not.
